    UAE-Germany Pledge €40 Billion Investment

    BERLIN, GERMANY / RankWire.AI / – During a state visit to Berlin, the United Arab Emirates and Germany initiated a Strategic Dialogue and agreed to create a bilateral Investment Council. UAE President Sheikh Mohamed bin Zayed Al Nahyan and German Chancellor Friedrich Merz attended the event, which included the announcement of 12 government-level agreements, memoranda and declarations. These cover sectors such as investment, energy, technology, aviation, security, legal cooperation, environmental issues, data systems, and culture. The accords strengthen the framework of the UAE-Germany Comprehensive Strategic Partnership, established in 2004.

    The Strategic Dialogue aims to facilitate collaboration in areas including regional security, defense, trade, investment, energy, climate change, digital transformation, transportation, education, and emerging technologies. Both nations also signed a declaration of intent to establish the German-UAE Investment Council, offering a platform for public and private sector engagement on investment initiatives. Additionally, officials revived the Joint Economic Committee, adding another formal avenue for bilateral trade and economic discussions.

    Among the government agreements are new arrangements for air transport access for UAE national carriers to Berlin Airport, as well as cooperation on passenger procedures, crime prevention, and mutual legal assistance in criminal matters. Separate documents focus on defense and security cooperation, environmental policies, data hosting, and information systems. The two countries also committed to further expanding energy cooperation and signed a memorandum on cultural collaboration.

    Economic Impact of the Investment Package

    The visit resulted in a UAE investment package worth 40 billion euros for Germany, emphasizing digital infrastructure and plans to develop new data centers with approximately 1 gigawatt of capacity. Furthermore, UAE and German companies signed 29 business agreements and memoranda valued at over 9.356 billion euros, supplementing the government deals announced during the visit and broadening the economic scope of bilateral discussions.

    Trade and investment figures highlight the strength of existing economic relations, with UAE-Germany non-oil trade reaching $15.5 billion in 2025, reflecting an increase of more than 14% from the previous year. Cumulative investment flows between the two nations exceeded $10 billion from 2021 to 2025. Both governments also acknowledged ongoing negotiations aimed at establishing a comprehensive trade agreement between the UAE and the European Union.

    Enhanced Cooperation in Energy, Tech, and Transport

    The investment agenda includes further corporate projects involving Covestro, RWE, ADNOC, and Masdar. Existing UAE-linked investments in Germany include XRG’s approximately 15 billion euro investment in Covestro. Both governments identified liquefied natural gas, renewable energy, and hydrogen as key sectors for continued energy cooperation. Their agreements also encompass digital infrastructure, artificial intelligence, and other advanced technologies within the broader bilateral framework.

    Running from September 9 to September 11, this visit marks the first state visit to Germany by a UAE president. During the trip, discussions in Berlin covered economic collaboration, technological advancements, energy, culture, education, and regional issues. The Strategic Dialogue, Investment Council, and accompanying accords establish new formal channels for managing bilateral cooperation. Overall, the measures announced in Berlin encompass government policies, investments, private-sector agreements, transport access, and major infrastructure projects.
